Informatic-Communication Technologies Association- NEW LEGAL SOLUTIONS FOR SUPPORT OF THE TURNOVER WITH ICT EQUIPMENT

On July 27th, 2017, in the premises of the Economic Chamber of Macedonia a session of the Informatic- Communication Technologies Association took place at which the problems which the members face were discussed, as well as the presence of the "gray" economy on the ICT product and equipment market, as well as the import of used, old and depreciated products, appliances and equipment from this field.

Companies ask the state to protect the regulated market with ICT products and equipment and the severe control, inspections and activities for overcoming the "grey" economy should be undertaken.

The controls should be performed regularly both at the border of the Republic of Macedonia and in the internal market.

The problems with the providers of digital appliances for printing was also mentioned at the session because of the import of old, used and depreciated appliances. The companies are asking for European standards to be introduced and respected when it comes to the preservation of the environment in the Republic of Macedonia, change of the legal regulation related tot he import and circulation of the products, appliances and equipment, particularly when it comes to the information technology that are not compliant with the European regulations, promotion and implementation of the state of the art technologies in the field of informatics and development of the information society in the Republic of Macedonia.

The EU Directive for prohibition and restriction of using certain hazardous materials (RoHS Directive 2002/95/EC) in the products that have a negative influence on the environment from 2006 is compulsory for the members of the Union. The Directive is constantly extended and becomes more severe regarding the use of hazardous materials in certain products.

The reason for these demands of the companies- members of the ICT Association are the growing procurement and use of old printing, copying, multifunctional and other types of IT appliances that have already been thrown out in Europe by the state institutions which means that the Republic of Macedonia becomes a waste for old equipment that in Europe is out of use. The application of the lowest price criterion in the tenders in the Republic of Macedonia has drastically decreased the quality of the procured products and equipment in the state institutions.

The Informatic-Communication Technologies Association via the Economic Chamber of Macedonia will cooperate with all the state institutions and nongovernmental organizations that work in the field of ecology and environment protection.
