A SESSION OF THE ASSEMBLY OF THE ASSOCIATION OF SECONDARY RAW MATERIALS AND RECYCLERS TOOK PLACE

 The unfavorable legal regulation in the field of export, import and transit of waste that to a great extent makes the work of the facilities performing this non-hazardous waste management activity more difficult, as well as the industrial capacities that use the waste as a raw material was the basic topic of discussion at the session of the Assembly of the Association of secondary raw materials and recyclers within the Economic Chamber of Macedonia that took place on the 19th of April, 2017.

 

- The Rulebook on export, import and transit of waste, that was adopted upon request of the Association in the course of the past year, instead of the expected liberalization in the waste flow from the green list, as regulated in the EU member states, again left the compatibilities for export, import and transit of waste behind and limited the business entities in the performance of the activity, said the president of the Association, Vlado Momirovski, in his address dedicated to the last year activities.The unsuitable regulation caused significant financial damages, particulary to the industry that uses scrap iron as a basic raw material.

In order to overcome this problem, the Association gave the Ministry of environment and physical planning a text that is a proposal- Rulebook for changing and amending the Rulebook on export, import and transit of waste, but these undertaken activities have not yet shown any results.

The head of the waste management department within the Environment Administration, Ana Karanfilova Mazneva, MSc., said that at the end of the previous year a twining-project was started on "Strengthening the administrative capacities in the implementation of the Framework Waste Directive and the Directive on Special Type of Waste (packaging, batteries, and electric and electronic waste) and the project should have resulted in providing a draft text for the Law on waste management in accordance with the European directives.

One of the crucial changes of the Law on waste management will refer to the limitation of the waste from secondary raw materials, and as Mazneva said, the hierarchy of the priorities will change and the first accent will be put on the reduction of the waste created . This change, as well as the need of making a distinction between the commercial waste and the utility waste will be the two priority activities of the Associaton until the end of the current year.

The Association will make its contribution to the adoption and implementation of the novelties to the Law on waste management and the laws on special waste flows that would contribute to the promotion of the waste management activity, particularly in the field of free movement of non-hazardous waste from the green list, without any administrative procedures, permits and consents, as is the practice in the member states of the European Union. Until the new legal regulation is to be adopted, the Association will renew its request for changing and amending the Rulebook on export, import and transit of waste.
