THE IMPLEMENTATION OF THE WASTE FRAMEWORK DIRECTIVE AND THE SPECIFIC WASTE STREAM DIRECTIVES (packaging waste, waste batteries and electric and electronic waste) IN THE DIRECTION OF QUALITY WASTE MANAGEMENT

 The preparation of a new law on waste management, which will be in accordance with the new Waste Management Directive of the EU 2008/98 and the Regulation 333/2011 and bylaws of high priority were the subject of the regular press-conference held in the Economic Chamber of Macedonia (23.01.2017).

Ana Karanfilova Maznevska, MSc., head of the Waste management sector within the Directorate for environment informed that the Twinning project "Strengthening the administrative capacities for implementing the Waste framework directive and the directives on specific waste streams (packaging waste, batteries waste and waste from electric and electronic waste)" started at the end of last year and the result should be based on the achievement of having a draft Law on waste management in compliance with the above mentioned directives.

 Mr. Gream Burn, resident twinning advisor at the Project, in its address shortly explained the way of functioning of this type of projects and also pointed out that for the realization of the project a Management Board of the project has been established consisted of distinguished members of the Ministry of Environment and Physical Planning, the EU delegation, the Secretariat for European Affairs  and the Central Financing and Contracting Department within he Ministry of finance and representative of the Economic Chamber of Macedonia.

 One of the crucial changes in the Law on waste management will refer to distinguishing waste from secondary raw  materials, and as Maznevska pointed out, the hierarchy of the priorities will change and the first focus will be put on the reduction of the waste amounts that are produced.

The Association of secondary raw materials and recyclers within the Economic Chamber of Macedonia that through its representative in the Management board of the Project will actively participate in the procedure for adoption and implementation of the novelties in the Law on waste management and the laws on specific waste streams expects that the project should contribute to the promotion of the waste management business, particularly in the smooth movement of non-hazardous waste, without administrative procedures, such as permits and approvals that is regulated in the EU member states.
