At the working meeting that took place in the Economic Chamber of Macedonia (14.03.2018) the Director of the Fund for Innovations and Technology Development, Jovan Despotovski, presented the measures of the Plan for economic growth of the Government of the Republic of Macedonia, pillar 3: financial support (co-financed grants) for micro, small and medium enterprises for innovations and technology development, put in the Medium-term program for work of the Fund of Innovations and Technology Development.

  - Unlike the measures of the first two pillars of the Plan for economic growth, foreseen in the Draft law on financial support of innovations where subsidized financing is foreseen for a realized investment, these measures, as the director Despotovski said, are a possibility for additional financial support for micro, small and medium enterprises after the project of the applicants had been approved. It concerns a set of five measures foreseen in the Program of the Fund that was recently adopted by the Government of the Republic of Macedonia.  The first measure is a financial support in the amount of 30% of the acceptable direct costs for the support of micro, small and medium companies with a fast growth tendency ("gazelles"), but not more than 10.000.000 denars for an investment projects such as construction of a unit, procurement of equipment, buying land, implementation of European technical regulations for product safety, establishing waste management systems, etc. The second measure of the Program is the financial support for micro enterprises (with annual income to 3.000.000 denars) with a coverage up to 30% of the acceptable direct costs, but not more than 5.000.000 denars. Since the measures first and foremost refer to the development and application of innovative solutions, the biggest percentage for covering the costs, up to 70% (not more than 20.000.000 denars) is foreseen for the third measure of the Program, i.e. for development and introduction of new products or services or significant improvement of the existing ones, as well as for the preparation of the industrial design or redesigning the products, new packaging, preparation of marketing plans, improvement of the existing or introduction of a new production process, etc.

The financial support for professional qualification and internship of the newly employed is included in Measure 4 by covering up to 30% of the expenses for training and professional qualification of newly employed people up to 29, which is not going to be more than 1.000.000 denars. The support via the Fund for equity and mezzanine investments will be additionally worked on with further definition of the conditions and deadlines for attracting the participation of the co-owned capital of the state.

 - For the realization of these measures for 2018, means in the amount of 10,5 million euros have been allocated and they will be given via three public calls. The first public call is expected to be announced in two to three weeks- said Despotovski.

 - It is good that this meeting takes place before the finalization of the bylaws that will further define the criteria and procedures according to which the financial support for innovations and technology development is to be allocated, said Despotovski, since the proposals and suggestions of the companies will contribute to the public calls to be more clearly defined.

The representatives of the companies attending the event supported the measures and it was stated that on the basis of a comprehensive analysis the concept from idea to realization is widely supported. The criterion for the protection of the environment will be taken into consideration in the overall evaluation and all the criteria should be clear and precise so that the realization of the projects can be followed, stated the companies. - There is a monitoring team and in accordance with the realization of the projects, the means for financial support will be approved on a quarterly level- said Despotovski.

Despotovski said that the bylaws will be announced along with the public calls, while the companies can get further information via the Communication center of the Fund, where professionals will provide educational assistance for the preparation of the application process.
